Brodkin is Associate Professor Emerita at the University of Chicago Crown Family School of Social Work\, Policy\, and Practice. Schmidt is Jean Monnet Professor of European Integration\, Professor of International Relations in the Frederick S. DESCRIPTION:Asgeir Falch-Eriksen \nChild´s Right to Participation and Professional Practice in Child Protection Services \n  \nAsgeir Falch-Eriksen is a Senior Researcher at the Centre for Welfare and Labour Research\, Oslo Metropolitan University. DESCRIPTION:Stefan Schnurr:\nHow do children and parents experience child protection proceedings?\nStefan Schnurr is Professor and Head of the Institute for Studies in Children and Youth Services at the University of Applies Sciences and Arts Northwestern Switzerland. His research interests include social work\, child- and youth services\, international social work and social policy\, and participation. Schnurr has both led and been a part of several research projects which aimed to add to the knowledge on and further the development of child and youth services in Switzerland. He is one of the upcoming guest researchers at the DIPA Centre during August/September 2021. DESCRIPTION:Jonathan Jackson:\nLegitimacy: a psychology and law perspective\nJonathan Jackson is Professor of Research Methodology and Head of the Department of Methodology at The London School of Economics and Political Science. He is an Honorary Professor of Criminology at the University of Sydney Law School and an Affiliated Scholar in the Justice Collaboratory of Yale Law School. Working at the intersection of psychology and law\, his research focuses on procedural justice\, distributive justice and legitimacy in the context of the criminal justice system. He has led several high-profile projects into public trust and institutional legitimacy in the field of criminal justice\, most of which have been funded by the Economic and Social Research Council (ESRC) and the European Commission’s FP7 programme. DESCRIPTION:Hvordan rettferdiggjøres adopsjon?\nHege Beate Stein Helland disputerer 19.11.2021 for ph.d.-graden ved Universitetet i Bergen med avhandlingen “Discretion and the Demand for Reasons”. \nHvordan rettferdiggjør juridiske og profesjonelle beslutningstakere hva som er til «barnets beste» i beslutninger om adopsjon av fosterbarn? Med fokus på kvalitet og legitimitet i begrunnelser av statlige intervensjoner\, undersøker Helland hvordan norske og engelske beslutningstakere utøver skjønn når de forholder seg til det førende\, men komplekse prinsippet om barnets beste. Skjønnsmessige vurderinger er nødvendig for å komme frem til hva som er til det beste for det enkelte barn\, men utfordrer samtidig demokratisk kontroll over beslutningsprosessen\, og åpner for variasjon i beslutningsfatting. \nStudien viser at barnets beste i stor grad blir rettferdiggjort gjennom barnesentrert argumentasjon. Det er likevel slik at foreldreorienterte begrunnelser er avgjørende for vurderingene om hvorvidt en adopsjon anses å være til barnets beste. Samtidig viser avhandlingen at beslutningstakerne baserer seg på et relativt uniformt og hierarkisk strukturert normativt grunnlag\, og begrunnelsene er rettet mot å rettferdiggjøre unntak for det biologiske prinsipp. Det er også tydelig at Høyesteretts praksis i stor grad er førende for hvilke argumenter som anvendes og vektes. Det omfattende skjønnsrommet beslutningstakerne er gitt sammenfaller imidlertid også med variasjon og inkonsistens\, samt mangler og ubalanse i argumentasjonen. På den andre siden viser analysene tegn til uformelle beslutningsstandarder og regeldannende praksis. DESCRIPTION:Dr. Cathrine Holst: Epistemic worries about expertise and the design of better policy advice: examples from the NOU system\nCathrine Holst is Professor of Sociology at the Department of Sociology and Human Geography\, University of Oslo. Her academic interests include political sociology and democracy research\, social and political theory\, the role of knowledge and expertise in policy and politics\, EU\, and gender policy. Holst is a part of and (co-)leader of several research groups and projects. She also leads the sub-project “Trust and Advice Mechanisms” under the EU-funded PERITA project (Policy\, Expertise and Trust\, 2020-2022)\, which studies systems through which experts assume an advisory role in policy making decisions in European countries. Together with Willy Pedersen she is in charge of a study of changes in Norwegian drug policy (under the project PROMENTA). SUMMARY:Barnevernfrokost: Kunnskapsbasert foreldreveiledning for flyktningfamilier (Ragnhild Bjørknes)
DESCRIPTION:Foreldreveiledning har allerede vist seg å være et effektivt verktøy for å hjelpe foreldre til å utvikle gode foreldreferdigheter. Likevel vet vi lite om foreldreveiledningen er tilpasset godt nok og hvordan det påvirker foreldreomsorgen for familier med flykning eller annen minoritetsbakgrunn. I introduksjonsprogrammet er foreldreveiledning obligatorisk og ulike veiledningsprogram brukes som tiltak i barnevernet. For å kunne drive kunnskapsbaserte og likeverdige tjenester må forskning prioriteres. \nRagnhild Bjørknes er Professor ved HEMIL-senteret\, Universitetet i Bergen. SUMMARY:RDV: From macro to micro – ideology and reality in Norway’s market turn (Ola Innset)
DESCRIPTION:Ola Innset is a Postdoctoral Fellow at the Department of Law and Governance at BI Norwegian Business School. His research interests lie at the intersections between political economy\, intellectual history and economic- and political history. Innset did his PhD in History and Civilisation at the European University Institute from 2013 to 2017\, with a thesis in intellectual micro-history on early neoliberalism. The thesis won the History of Economics Society annual dissertation prize and was published as the book Reinventing Liberalism: The Politics\, Philosophy and Economics of Early Neoliberalism (1920 – 1947) in 2020. DESCRIPTION:Tarja Pösö holds a position as Professor at the Faculty of Social Sciences (Tampere University\, Finland) and is a professor II at the Department of Administration and Organization Theory (University of Bergen). Pösö has extensive experience in the studies of child protection\, social work and institutional practices\, with a keen interest in cross-cultural perspectives and developing methods and ethics for child protection studies. SUMMARY:Barnevernfrokost: Fra barnets beste til gjenforening som overordnet mål for barnevernstiltak etter omsorgsovertakelse? (Christian Børge Sørensen)
DESCRIPTION:Siden høsten 2018 er Norge hittil dømt i Den europeiske menneskerettighetsdomstol for å ha krenket retten til familieliv i 14 barnevernssaker. Dette har ført til endringer i norsk barnevernsrett og praksis\, ved økte krav til den nasjonale saksbehandlingen. Tema for Sørensens foredrag er det materielle/innholdsmessige; nemlig hvordan det rettslige gjenforeningsmålet i Den europeiske menneskerettighetskonvensjonen har fått langt større betydning for barnevernstiltak etter omsorgovertakelse.
