SUMMARY:3 Forms of Discretion in Welfare Services
DESCRIPTION:Research group seminar with presentation from Tony Evans. \nWhile street-level bureaucracies — front line public services —  are similar in that they are subject to policies\, operate under conditions of inadequate resources\, and afford frontline workers discretion in their work\, there are also significant differences between  types of public services in the ways they work with policy and the nature and extent of discretion of staff delivering the service.  Different services do different things; the nature of the policy they work with varies\, and the logic of provision and priorities vary between services. Policy\, for instance\, may refer to a precise set of instructions\, or to setting out particular concerns or broad-brush commitments. Some services\, such as benefits provision\, are specified in detailed policy which not only sets out what they can do but also how decisions should be made. Others services\, such as policing\, are subject to a range of policies and concerns often expressed as conflicting demands that have to be balanced and managed in the particular circumstances of their application. And others\, mainly human services\, are primarily thought of in terms what the professionals within provide\, and assumes a logic of service provision to be located in those providing the service. Policy is sometimes more explicit and discretion narrower; it is sometimes looser and relies more on discretion. \nTony Evans is a professor at the Department of Social Work at Royal Holloway\, University of London and guest researcher at the Centre for Research on Discretion and Paternalism (UiB) in May 2020. His research focuses broadly on discretion as an organisational practice in welfare policy and practice and as a professional attribute\, particularly in social work. Among other\, he has explored the impact of managerialism on frontline discretion in welfare services\, examined policy implementation analysis and developed a critical re-evaluation of street-level-bureaucracy theory and the relationship between policy and professional practice\, and he has looked at ideas of expertise and ethics and how these relate to claims to discretion in professional practice. Today\, his research includes the exploration of discretion as a creative practice and using drama as a form of research enquiry to understand activity-dependent expertise; and exploring professional ethics as a practical decision-making process – particularly through exploring current tensions in adult social work. \n\nThe seminar is part of the RDV seminar series – a collaboration between the Research Group Law\, Democracy and Welfare at the Western Norway University of Applied Sciences\, Center for Research on Discretion and Paternalism (UiB) and the Center for Law and Social Transformation – Lawtransform (UiB/CMI).

SUMMARY:WEBINAR: Discretion and policymaking in migration control
DESCRIPTION:Federica Infantino is a postdoctoral research fellow at the Group for Research on Ethnic Relations\, Migration and Equality at the Université Libre de Bruxelles. Building on in-depth ethnographic research in the organizations that put a European instrument of migration control into practice\, which is the Schengen visa policy\, Infantino will shed light on the uses of discretion in deciding ‘who gets in’ and the ways in which policy is made on the ground. \nFederica Infantino holds a PhD in political and social sciences from Université Libre de Bruxelles and a PhD in political science\, comparative political sociology\, from Sciences Po Paris. Her main research interests focus on the practices of migration and border control in comparative perspective\, transnational actors and dynamics of policy change\, the involvement of non-state actors in governments’ functions. Her project “Practicing Immigration Detention and Deportation in the EU. DESCRIPTION:PHD COURSE:\n\n\nAORG907: Introduction to Systematic Review (SR) and the use of SR in Social Science\nThis course has been designed to give an introduction to the use of systematic reviews (SR) in social science research. SR is a synthesis of existing knowledge that uses transparent and explicitly defined procedures to find\, evaluate and synthesize the results of relevant research. Evidence synthesis uses formal explicit rigorous methods to bring together the findings of studies already completed and to provide an account of the totality of what is known from that pre-existing research. SR is widely used in medicine and healthcare and has in the last decades become increasingly important in the social sciences. \nThis course has three main goals: First\, to provide an understanding of the purpose and principles of evidence. The second goal is to learn how to conduct\, and critical appraise\, a SR. The Convention asserts that children and young people have the right to freely express their views and that there is an obligation to listen to children’s views and to facilitate their participation in all matters affecting them within their families\, schools\, public services\, institutions\, government policies and judicial procedures. Although the Convention on the Rights of the Child recently celebrated its 30th anniversary\, there is still a way to go on securing children’s right to participation. What does research tell us about what inhibits and promotes children’s participation? DESCRIPTION:Hvordan ser den europeiske menneskerettighetsdomstolen på retten til familieliv og på prinsippet om barnets beste i adopsjonssaker?\nRetten til respekt for familielivet skal sikre alle borgere beskyttelse mot uberettiget inngripen fra staten. Men i barnevernssaker har staten også en plikt til å gripe inn i familielivet dersom det er nødvendig av hensyn til barnet. Slike inngrep er ofte kontroversielle\, og noen av de mest konfliktfylte sakene havner i Den europeiske menneskerettighetsdomstolen (EMD). Domstolens avgjørelser får stor betydning for praksis i det norske rettsvesenet. Men hvordan ser EMD på barnets rett til familieliv når barnet ikke lenger kan leve med sin biologiske familie? DESCRIPTION:Evelyn Z. Brodkin \nUnderstanding the State at the Street: Street-Level Organizations as Mediators of Welfare State Politics \nEvelyn Z. Brodkin is Associate Professor Emerita at the University of Chicago Crown Family School of Social Work\, Policy\, and Practice. She holds international appointments as Obel Guest Professor at Aalborg University (Denmark)\, and Guest Scholar at University of Gothenburg (Sweden). Brodkin is one of the leading scholars of street-level organizations (SLOs). Her research has contributed to the theoretical and empirical development of SLOs as a field of study for investigating welfare state politics\, the politics of marginalization and inequality\, political institutions\, public policy and management. DESCRIPTION:Vivien Schmidt \nDiscursive Institutionalism:  Analyzing the Power of Ideas and Discourse in Institutional Context \n  \nVivien A. Schmidt is Jean Monnet Professor of European Integration\, Professor of International Relations in the Frederick S. Men hvordan håndteres denne forpliktelsen i følge forskning innen barnevern? Og hva innebærer denne rettigheten for utøvelsen av profesjonell praksis i barnevernet? Asgeir Falch-Eriksen er statsviter med barns rettigheter og barnevern som sitt spesialfelt. SUMMARY:RDV: Child´s Right to Participation (Asgeir Falch-Eriksen)
DESCRIPTION:Asgeir Falch-Eriksen \nChild´s Right to Participation and Professional Practice in Child Protection Services \n  \nAsgeir Falch-Eriksen is a Senior Researcher at the Centre for Welfare and Labour Research\, Oslo Metropolitan University. He is a political scientist with the main research interests being political theory\, trust theory\, public administration\, epistocracy\, politics of families and child protection. These interests have culminated in an interest in empirical research on constitutional Democracy and trust between Citizens and citizens’ trust in government. Falck-Eriksen is the PI of the project “Child Protection and Pluralism”\, and co-PI of Cosmopolitan Turn and Democratic Sentiments (CONSENT).
