DESCRIPTION:Researcher Hege Beate Stein Helland will hold a lecture on the topic of The Norwegian child welfare service at Faglig-Pedagogisk dag.  \nThe lecture will be held in Norwegian. The event is open for everyone. \nEt barnevern i krise? Om skjønn\, legitimitet og beslutninger i barnevernet.\n\n\n\n\n\n\n\n\nDet har stormet rundt norsk barnevern den siste tiden\, og barnevernets beslutninger har tidvis vært under massiv kritikk fra flere hold. Men hvorfor er det slik? Noen mener dette kan forklares ved at den sterke vektleggingen av barns rettigheter i Norge utfordrer kulturer og praksiser i mange samfunn. Andre mener barnevernet ikke har forståelse for andre kulturer og at inngrepene de gjør krenker retten til privatliv og familieliv. \nHege Beate Stein Helland er forsker ved forskningsprosjektet Adopsjon som barnevernstiltak og er tilknyttet Institutt for administrasjon og organisasjonsvitenskap og Centre for Research on Discretion and Paternalism som ledes av professor Marit Skivenes.  \nVed Centre for Research on Discretion and Paternalism forskes det på noen av de mest grunnleggende temaene i samfunnsvitenskapen\, der en studerer statens bruk av makt mot sine borgere\, og begrunnelsene til statlige inngrep i folks liv.  \n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nForedraget starter kl. 10:15.

DESCRIPTION:Reflections on Street Level Bureaucracy\n \nLINK TO RECORDING: https://youtu.be/plVzG0UQ8L0 \nMichael Lipsky is well known in the field of public administration for his classic book about street-level bureaucracy (1980). Here\, he claim that state employees (such as police\, social workers and legal-aid lawyers) should be seen as part of the policy-making community and as exercisers of political power\, as they wield their considerable discretion in the day-to-day implementation of public programs. \nLipsky argues that these relatively low-level public service employees labor under huge caseloads\, ambiguous agency goals\, and inadequate resources. When combined with substantial discretionary authority and the requirement to interpret policy on a case-by-case basis\, the difference between government policy in theory and policy in practice can be substantial and troubling. \n\nRead more: Street-Level Bureaucracy\n\nIn this lecture\, Lipsky will draw on ideas and concerns he has with the way the field of  public administration is developing\, and share some of his newer thoughts and reflections on dimensions of street level bureaucracy. \nMichael Lipsky is a Distinguished Senior Fellow at Demos\, and a former professor of political science at MIT. \nThe lecture is open to the public. SUMMARY:PhD Course: Effects of Lawfare (Child Rights)
DESCRIPTION:During Bergen Exchange\, Centre for Research on Discretion and Paternalism will contribute to the PhD Course “Effects of Lawfare: Courts and law as battlegrounds for social change“. \n \nThe course combines lectures specifically designed for the course and participation in lectures\, panels\, round-tables\, and workshops of the Bergen Exchanges on Law & Social Transformation. In addition to the general track\, there are two options of specialization: Effects of Lawfare concerning Child Rights and Health Rights. \nCourse content\nThe course offers an introduction to the debates on the potential and limits of law as an instrument of social change\, and opportunities to engage with some of the foremost scholars in the field\, and international research projects currently seeking better answers to these questions. \nCredit\nStudents will receive 3 ECTS for participating in the course (80% of seminars)\, submission of paper abstract (150-300 words)\, and presentation of their own work to the other participants. \nStudents who submit a publishable journal article (4\,000-6\,000 words\, with an additional reading list of 500 pages\, which can be from the elective reading list) by 14 October 2018 are awarded an additional 7 ECTS. (Postdoctoral researchers and MA level students will be accepted if space permits). \nFree course\nThe PhD course is free of charge and open to applicant from Norwegian and international institutions on a first-come first serve basis. DESCRIPTION:What works and what doesn’t work in social and economic policy? \nSystematic reviews have a long tradition in medicine and health sciences\, and is now gaining popularity in social sciences and economics.  The aim of a systematic review is to provide a complete\, exhaustive summary of current literature on a given topic – and thus establish evidence based advice’s for intervention. \nThis PhD Course is held by some of the worlds leading experts on systematic reviews. SUMMARY:Breakfast forum: The Social and Political Challenges of Migration
DESCRIPTION:Migration is one of the major political issues in Europe today\, challenging the cohesion of the European Union and affecting national elections. How should Europe handle the increasing immigration?  \nWe are bringing together some of the world’s leading experts on the topic to provide a better understanding of the social and political consequences of migration to Europe. Mark Lopez from Pew Research Centre presents new results on European populations attitudes on immigration\, national identity and religion. Following the presentation\, Mark Lopez will be accompanied by Sagrario Segado\, Frøy Gudbrandsen and Christine Jacobsen in a panel discussion that will focus on the political and social consequences of migration to Europe. The panel will also address the complex and morally challenging question of how to deal with unaccompanied migrating minors. \nImmigration to Europe has increased over the last decades\, and became an urgent issue after the “refugee crisis” in 2015 and 2016\, when the number of Asylum seekers from predominantly Muslim countries multiplied. Nationalist and anti-immigrant attitudes have been prevalent in many recent national elections. European governments have struggled to handle the large number of refugees\, and to agree on an acceptable distribution of burdens between the different national states. Poland and Hungary flat out reject to contribute to EU´s migration plan. Italy has recently refused boats with refugees to dock\, and thus Spain is now the main port to Europe for the refugees. The political and social consequences of the influx of refugees\, is not yet known. \nHowever\, as war\, natural disasters\, famine and poverty are constant risks\, it is not likely that the challenge will vanish in the near future. This means that European countries must find better ways to handle the reception of new asylum seekers\, and to integrating immigrants into the society. \nPARTICIPANTS \n– Mark Lopez\, director of Global migration and demography research at Pew Research Center (USA). He is a renowned expert on global migration and demography research. \n– Sagrario Segado\, professor in psychology at UNED and director of European Research Center in Policies and Action on Minors and Migration (Spain). Segado has firsthand experience with the influx of migrants to Melilla\, a Spanish city at the tip of north Africa. \n– Frøy Gudbrandsen\, political editor in the newspaper Bergens Tidende. She holds a PhD in Comparative Politics on Scandinavian Immigration Policy. \n– Christine M. DESCRIPTION:Prof. Karl Harald Søvig and prof. Marit Skivenes will present on children’s rights and child protection at the launch of a new book by Geir Kjell Andersland. \nThe book lunch is open for everyone interested. Information from the Norwegian announcement by publisher Bodoni: \nGeir Kjell Andersland (f. 1948) er jurist og politiker med særlig interesse for barns rettigheter og menneskerettigheter. Han har blant annet arbeidet som advokat\, administrerendedirektør på Haukeland Universitetssykehus\, regiondirektør i Bufetat og er nå avtroppende fylkesnemndsleder. Andersland har forfattet en rekke fagartikler i antologier\, aviser\, fagtidsskrifter og var redaktør for\, og medforfatter i\, antologien De Castbergske barnelover 1915–2015 (2015). I 2017 utga Andersland Sviket mot barndommen. Om Gunnar Staalesen\, Varg Veum og barnevernet – sannhetsvitner og hjelpere for forsømte og sviktede barn. \nBokens forfatter runder 70 år 22. november i år. Dette har foranlediget den foreliggende samlingen av utvalgte artikler\, debattinnlegg og kronikker\, tidligere publisert i fagtidsskrifter og aviser gjennom de ti siste årene. I tillegg blir samlingens innledende og avsluttende artikkel\, samt to andre tekster\, publisert for første gang. Bokens viktigste budskap er kampen for å gi alle barn en god oppvekst og sikre dem deres grunnleggende rettigheter. For å oppnå dette kreves det kompetente fagfolk\, engasjerte\, handlingsrettede politikere og andre viktige medspillere\, det være seg kunstnere eller samfunnsborgere. Boken inneholder også de av forfatterens mange bokanmeldelser som sterkest berører bokens tre hovedtema: barns rettigheter\, barnevernets utfordringer og politikkens betydning.

DESCRIPTION:The lecture is part of the event FP-dagen\, hosted by the University of Bergen \nThe last few years have seen a massive uproar and negative media attention on child protection interventions internationally\, with Norway having a prominent place in this spotlight. Several cases against Norwegian child protection has been or is under review of the European Court of Human Rights. SUMMARY:Adopsjon som barnevernstiltak - lansering av forskningsrapport
DESCRIPTION:Forskning tyder på at det går bedre med barn som blir adoptert enn de som forblir i fosterhjem. Til tross for det\, er det få saker med adopsjon som barnevernstiltak i Norge. \nForskningsprosjektet «Adopsjon som barnevernstiltak» har på oppdrag fra Bufdir sett nærmere på: \n\nHva kjennetegner adopsjonssakene i barnevernet\, inkludert sakene som er gått til Høyesterett og Den europeiske menneskerettsdomstolen?\nHva er utfordringene for økt bruk av adopsjon som barneverntiltak?\nHva kan bidra til at barnevernet vurderer adopsjon som barnevernstiltak på et tidligere tidspunkt?\n\nBufdir inviterer til lanseringen av forskningsprosjektet\, der UiB skal presentere sentrale funn. I tillegg til at organisasjoner på feltet skal presentere sine innspill knyttet økt bruk av adopsjon som barnevernstiltak. \nForeløpig program:\n08:30 – 09:00: Dørene åpnes – servering av rundstykker\, kaffe og te\n09:00 – 09:15: Innledning ved Mari Trommald\, direktør i Bufdir\n09:15 – 10:15: Presentasjon av funn ved UiB – Marit Skivenes og Hege Stein Helland\n10:15 – 10:30: Pause\n10:30 – 11:00: Innlegg fra:\n– Landsforeningen for barnevernsbarn ved leder Vilde Adolfsen\n– Norsk fosterhjemsforening ved styreleder Lene P.
